    Description

    The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of approximately $6,400,000 to be competitively awarded for the purpose of operating a National Center on Parent, Family and Community Engagement (NC PFCE). The NC PFCE will provide training and technical assistance (TTA) that reflects current evidence, is research-informed and promotes best practices. The NC PFCE will strengthen professional development outcomes for staff in service of improved outcomes for children and families enrolled in Head Start and/or Early Head Start programs. The NC PFCE TTA efforts will lead to improved family outreach, recruitment and retention increased access to services that improve family well-being (safety, health and economic mobility); expanded family engagement in children’s learning and development; improved PFCE program outcomes; and enhanced community partnerships that support program, community and family outcomes. Because of the complex work the NC PFCE will conduct, the grantee will be expected to bring together expert subrecipients within the fields of human services, early childhood family engagement, social work, mental health, parenting, family leadership, family diversity, and family economic mobility (financial capability, employment, education and career). The NC PFCE will join three other National Centers as part of a large national and regional OHS Training and Technical Assistance System.     Eligible applicants may apply on their own or as the lead applicant for a consortium. A consortium is a project carried out by a lead applicant and one or more other organizations that are separate legal entities. Under a consortium agreement/memorandum of understanding, the lead applicant must perform a substantive role in the conduct of the planned project or program activity and will not merely serve as a conduit of funds to another party or parties. The relationship between the recipient and the collaborating organizations is considered a sub-award relationship. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
