    Description

    The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of approximately $7,800,000 to be competitively awarded for the purpose of operating a National Center on Health, Behavioral Health, and Safety (NC HBHS). The NC HBHS will provide training and technical assistance (TTA) that reflects current evidence, is research-informed, and promotes best practices. The NC HBHS will strengthen professional development outcomes for staff and improve outcomes for children and families enrolled in Head Start and/or Early Head Start programs. The NC HBHS TTA efforts will lead to improved health, behavioral health, and safety of children and families. Because of the complex work the NC HBHS will conduct, the recipient will be expected to bring together knowledgeable subrecipients within the fields of child nutrition and oral health; physical activity; health (including hearing and vision screening); behavioral health promotion and prevention, including the promotion of mental health, resilience and wellbeing of children, families, and staff; and the prevention of mental illness and substance use disorders; safety practices; child and adult trauma; child safety incidents and maltreatment including safety practices and prevention of child abuse and neglect; emergency preparedness, response and recovery; prenatal and postpartum care; and environmental health and safety. The NC HBHS will join three other National Centers and is part of a large comprehensive OHS TTA System.     Eligible applicants may apply on their own or as the lead applicant for a consortium. A consortium is a project carried out by a lead applicant and one or more other organizations that are separate legal entities. Under a consortium agreement, the lead applicant must perform a substantive role in the conduct of the planned project or program activity and will not merely serve as a conduit of funds to another party or parties. The relationship between the recipient and the collaborating organizations is considered a sub-award relationship. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
