Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to provide funding to the International Labor Organization (ILO) to generate knowledge and mobilize more effective, evidence-based action to promote universal respect for freedom of association and the effective recognition of the right to collective bargaining aimed at supporting an enabling environment for freedom of association and collective bargaining. Authority: DLMS 2-836 G.3: Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded.
