16.526 -- OVW Technical Assistance Initiative
The purpose of the OVW STOP Formula Training and Technical Assistance (STOP Formula TA) Solicitation is to provide a separate funding opportunity to support critical and focused direct training and technical assistance to State Administering Agencies (SAAs) to enhance their implementation of STOP Formula Grant program awards. SAAs are responsible for administering the annual STOP Formula Grant Program funds that support communities, including American Indian tribes and Alaska Native villages, in their efforts to develop and strengthen effective responses to domestic violence, dating violence, sexual assault, and stalking. SAAs are required to ensure that subrecipients comply with the relevant statutory requirements under the STOP Formula Grant Program. (see 34 U.S.C. §§ 10441, 10446 through 10451 and 28 C.F.C. Part 90). These agencies must comply with the statutory funding allocations and set asides, develop Implementation Plans (IP) outlining how their state or territory will use STOP Formula Grant Program funds, identify the needs of survivors within their respective state or territory, and ensure that the subawards follow all federal laws and regulations.
Eligible applicants for the Services*Training*Officers*Prosecutors (STOP) Formula Training and Technical Assistance Solicitation are national, tribal, statewide, or other nonprofit organizations with capacity to provide training and technical assistance (TTA) on a national level to State Administrating Agencies (SAA) on the administration of funding under the STOP Formula Grant Program. For more information, including about other potential eligible entities that can demonstrate a history of providing national TTA, see the Eligibility Information section of this solicitation.
