State Workforce Agencies (SWAs) - SWAs in the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam, Palau, and the Commonwealth of the Northern Mariana Islands. The following States’ SWAs have active WDQI grants through 6/30/2026 and are therefore ineligible to apply: Colorado, Connecticut, Pennsylvania, and Virginia.
